Care of court-committed mentally ill prior to State hospital admission

my boyfriends daughter has bipolar and a few other mental problems and she has stopped taking her meds a long time ago......she is 19 years old and causing hell for everybody that really loves and cares about her.....we live in arkansas is there something that we can do for her legally??????
