In the aftermath of Hurricane Andrew, the devastation of the storm has attracted crowds of voyeurs and imposters to Florida, drawn by the chance to prey on Andrew's victims in insurance scams. They are unprepared for the opposition, led by an ex-governor who smokes toads.
